The evaluation of performance for the Top Performer Award and Award of Excellence, covering the period July 1997 to June 1998 considered the agencies’ volume of deployment, track record of recruitment violation and welfare cases, technical capability, foreign exchange earnings, and welfare and allied services. Candidates for Award of Excellence were afforded higher premium on maintenance of high deployment record since they have already proven their worth, having been Top Performer Awardee for three years.
